The form includes: a description of the surgical procedure and its rarity, the level of technical complexity, and its scientific documentation, along with certificates from relevant medical and scientific authorities. The Permanent Committee for Scientific Excellence studies the application in coordination with the medical colleges to decide on the rarity of the procedure and eligibility for the allowance. It targets faculty members in surgical specialties, and the Permanent Committee for Scientific Excellence.
